Dr. Raul Tuazon is the founder and principal of Sustain Harmonics. He currently is a member of the board of directors of a non-profit organization that works with local communities in Central America and Native American reservations in the United States. He provides external advisory services and mentoring in strategic planning, evaluation, management and transformation. Dr. Tuazon retired from the Interamerican Development Bank after 25 years of service. His last responsibility was the Program Manager of the Bank’s strategic Business Transformation Program. Prior to that Dr. Tuazon was the Senior Advisor to the Vice President for Countries, covering the areas of strategic planning, programming and operations, as well as administrative organization and staffing.

Mr. Tuazon joined the Bank in 1992 with the Operations Evaluation Office of Management, and subsequently moved to the Evaluation Office, where he conducted project and program evaluations for rural roads, hydroelectric projects and watershed management programs, and programs to strengthen national environmental institutions. Dr. Tuazon also was involved in evaluation capacity development and training with borrowing member countries. In 1995 Dr. Tuazon moved to Operations, where he was responsible for ex ante and ex post evaluation of investment projects in watershed management, irrigation, natural protected areas, strengthening environmental institutions and sustainable tourism. He also was a member of the Committee on Environmental and Social Impacts. Dr. Tuazon served as senior advisor to the Manager in Region 1 for development effectiveness and evaluation, and as Advisor to the Manager of the Infrastructure and Environment Department.

Prior to working with the Bank Dr. Tuazon served as Economist for the California Department of Forestry and Fire Protection. Dr. Tuazon was a Peace Corps Volunteer in the highlands of Guatemala from 1978-1980, working in forestry and soil conservation. From 1974-1977 he worked with the US Forest Service in northern California and Oregon. Dr. Tuazon has a PhD. and MS in natural resource economics from the University of California, Berkeley, and a BS in forestry science from Humboldt State University.
